NOWLIN VS. BRYAN C. KOHBERGER, Defendant. Rylene L. Nowlin, deposes and says as follows: 1. I am over the age of 18 years old and competent to make this affidavit based on my personal knowledge. 2. I am employed as the Laboratory Manager of the Idaho State Police Forensic Services (ISPFS) Laboratory in Meridian, Idaho. 3. I have been employed with ISPFS since November 2002 and have served as the Meridian Laboratory Manger since September 2014. 4. I am a currently qualified and proficiency tested biological screening analyst. I have been qualified in biological screening since June 2003. 5. I am a currently qualified and proficiency tested DNA analyst. I have been qualified in DNA analysis since May 2005. 6. I affirm the ISPFS Laboratory System as well as the ISPFS Laboratory in Meridian, Idaho are accredited by A2LA in accordance with the recognized ISO / IEC 17025: 2017 requirements, in addition to the R221 specific requirements for forensic examination. AFFIDAVIT OF RYLENE 1.. NOWLIN 1 7. I affirm DNA casework analyses in nuclear short tandem repeats (STRs) is part of the Meridian laboratory's scope of accreditation. STRs are short repeating DNA sequences that are highly variable between individuals and are used in forensic science to differentiate between individuals, including between related individuals. 8. I affirm the ISPFS laboratory does not perform single nucleotide polymorphism (SNP) analysis. SNPs are single sequence variations in the DNA at specific points. SNPs are not as highly variable between individuals as STRs and can be used in ancestry studies. 9. I affirm STR data and SNP data cannot be directly compared. 10. I affirm the ISPFS Biology / DNA casework section does not require submitting agencies to notify the laboratory how a suspect / subject was identified in a case. How a suspect / subject was identified has no effect on the laboratory analysis performed on the known reference sample from that individual. It also has no impact on the statistical calculations performed when doing a direct comparison of the reference sample STR profile with the STR profile developed from the evidence sample. 11. I affirm all ISPFS analytical methods, including the methods of the Biology / DNA casework unit, are available on our public website (www.isp.idaho.gov). 12.
