Leila, Good morning! I believe Idaho may have completed searches of the latent print (s) against our ULF yesterday. If DHS has completed their search of IDENT with negative results, would you like us to request a search of DoD's ABIS?

Subject: Re: Fingerprint Database question Tina, I believe we may have located your searches of the NGI System, but you may want to verify to ensure we've reviewed the correct transactions. If these are correct and you did not effect an identification, I highly recommend you request a search of the DHS IDENT System. I've already talked with DHS and they stand ready to support. I've attached Latent Case Submittal and Submission Guidlines Form links, which were provided by DHS. Your search request will be received by their Biometric Service Center (West) in San Diego. If you contact them by phone, they may accept the latent for search while you're completing the necessary forms to avoid delay. They can be reached at (858) 609-2609.

I do have a suggestion for your consideration. You may want to search the latent print against our Unsolved Latent File. You can do this my searching with a Name of Designated Repository Field (NDR) of 3. There are currently more than 1,000,000 unidentified latent prints within the ULF. If you would happen to effect an identification through a search of the ULF, it could possibly link your suspect to other unsolved investigations. There are times when cases are solved through the exchange of investigative information between law enforcement agencies. Also, if the ULF and IDENT Searches do not result in an identification, 5

please let me know and we'll see if DoD has the authority to search the print through their respective biometric system.

I have other suggestions, but let's see if if DHS identifies the latent print before we explore more options.

Leila, Per our conversation, we will research your latent search transactions once we receive contact information for the examiner. This will allow us to verify the latent prints were searched against all of our holdings, both criminal and civil. If the latent prints were fully searched without identification, we can coordinate efforts with DHS to search their IDENT System and possibly the DoD's ABIS. I understand this is time-sensitive, so we'll contact DHS to let them know a request may be coming their way.
