Source refers to the area of friction skin. Exclusion (i.e. impression was not made by) Exclusion is the conclusion made by the latent print examiner (LPA or LPS) that there are sufficient features in disagreement to conclude that two areas of friction ridge impression did not originate from the same source. Exclusion of a subject can only be reached if all needed comparable areas are represented and legible in the known exemplars. Inconclusive An Inconclusive conclusion occurs when: a) The latent print examiner (LPA or LPS) is unable to identify or exclude due to an absence of complete and legible known prints. In such an instance, the inconclusive conclusion means that the impression needs to be re-examined using clearly and completely recorded known impressions. b) The latent print examiner (LPA or LPS) observes corresponding features but not sufficient to identify. Likewise dissimilar features may be observed but not sufficient to exclude. In either case, the inconclusive conclusion means that the unknown impression was neither identified nor excluded as originating from the same source. No Value (for comparison purposes) A No Value decision is established when the latent print examiner (LPA or LPS) determines that the area of friction ridge impression lacks sufficient clear ridge detail that no determination for identification.nor exclusion is possible. Of Value (for comparison purposes) A latent impression is " of value " when there is enough data present to allow a meaningful comparison to known exemplars with the possibility that a conclusion can be reached. AUTOMATED LATENT PRINT SYSTEM (ALPS) DATABASE SEARCHES When the latent examination report states that a latent print was entered into a database, the extent of database search may be as follows: State: State level search of the California Department of Justice Automated Latent Print System database. Local: (Optional): Other local databases available for the California Department of Justice to search, such as the Western Identification Network (WIN), San Bernardino / Riverside County databases, etc. FBI: National level search of the Federal Bureau of Investigation's Next Generation Identification (FBI / NGI) Automated Fingerprint Identification System (AFIS) database. Conducive (for an automated search) A friction ridge impression that is Conducive contains a sufficient number of ridge characteristics (minutia) within the area generally captured during feature extraction to provide a reasonable expectation of accurate search results if searched through an Automated Fingerprint Identification System (AFIS). Non Conducive (for an automated search) Due to a lack of sufficient minutia, friction ridge clarity or the area of the friction ridge skin recorded, it would not be reasonable to expect accurate search results from an automated search of a Not Conducive friction ridge impression. It is possible to have an impression that is identifiable but not conducive for an AFIS search. Registration Latent impressions that have been searched in the State, Local or FBI NGI databases and remain unidentified may be registered in the State's Unsolved Latent Database (ULDB) and / or the FBI NGI's Unsolved Latent File (ULF), which are continuously searched against new incoming records. Unsolved latent prints will be maintained in the State and FBI NGI databases until removed based on the crime type or the retention policy. If an identification occurs, a supplemental report will be generated and the latent impression will be deleted from the database (s) in which it was registered. Page 6 of 6
