CONCLUSIONS AND INTERPRETATIONS:

Latent prints were previously examined for comparable ridge detail.

Latent prints L5 and L6 are of value for comparison.

Latent print L5 was previously searched through Multi-Modal Biometric Identification System (MBIS).

Latent print L6 is not suitable for MBIS inquiry.

Latent prints were previously marked and preserved. Digital images used for analysis and / or comparison are being retained by Idaho State Police Forensic Services and are available upon request.

1. The case notes associated with this report are available to the customer in ILIMS Prelog. These notes provide detailed information on the tests performed and verification results, as well as the basis and reasons for the conclusions presented in the report.

2. Digital images associated with this testing are retained by the laboratory and stored in Adams Web.

This storage location is separate and distinct from ILIMS. Retained images include latent prints developed during processing and / or images of latent prints and known prints used for analysis and / or comparison. Due to large file sizes, these images are not able to be emailed. Copies of images can be obtained through appropriate discovery requests.

3. All comparison conclusions are verified by a second examiner. Verification is the independent examination by one or more examiners to ascertain if a decision, conclusion, or opinion is reproduced or is in conflict with the decision, conclusion, or opinion of another examiner. Verification is a quality assurance measure for friction ridge examination and may be implemented in multiple ways including blind verification, open verification, or consensus review. The use of the term " independent " indicates an autonomous examination but not necessarily one without knowledge of a prior decision, conclusion, or opinion.

BLIND VERIFICATION is a type of verification in which the subsequent examiner (s) has no knowledge of any other examiner's decisions, conclusions or observed data used to support the conclusion. Blind verification is used when a single source identification results from an MBIS (Multi-modal Biometric Identification System) search, but may also be used in high profile cases, cases with single identifications or exclusions to named subjects, or complex comparisons. Blind verification may also be utilized as part of the latent print section conflict resolution policy.

OPEN VERIFICATION (non-blind) – is a type of verification in which the subsequent examiner knows the identity of the other examiner (s) and has access to their decisions, conclusions or observed data used to support their conclusion. Open verification is used in routine casework unless the criteria for blind verification has been met.

CONSENSUS REVIEW is a type of examination in which a reported decision or conclusion is determined that reflects the collective judgement of a group of examiners. Consensus review is utilized as part of the latent print section conflict resolution policy but may also be used with complex comparisons.

4. Generally accepted or known limitations: the presence of friction ridge detail on an item of evidence does not indicate the significance or time frame in which the print was deposited. A person's sex, age, or race cannot be determined from friction ridge analysis.
